“As Covid-19 cases continue to rise incessantly, the Maharashtra government announced for Unlock 3.0 (i.e. extension of lockdown till August 31, 2020).”
New directions have been issued by the Maharashtra Government to
extend the lockdown with new amendments. The Mission Begin Again is to
start from August 5, 2020, for ease in restrictions and phase-wise opening,
while the lockdown remains to continue in the state.
The Shopping Centres Association of India (SCAI) urged the
state government to allow the reopening of shopping malls in the state with
precautions followed in the best possible ways. The government, however, issued
new guidelines for extending the lockdown in the state with the reopening of malls
and other public services in areas outside the containment zone.
What is Opening in Maharashtra from August 5?
As a part of Unlock 3.0, certain places will reopen in
Maharashtra:
· Malls and
complexes without the theatres and food courts will be operational from August
5, between 9 am to 7 pm.
· Outdoor
non-team sports like- Golf courses, outdoor gymnastics, tennis, badminton, and Markham
will be allowed with social distancing.
· Essential
shops, e-commerce activities for essential and non-essential items, and home delivery of food will be continued.
· All non-essential markets will continue to
open from 9 am to 7 pm.
· Liquor
shops will continue to operate.
· Industrial
units will work in the same manner.
· All
private offices can operate with 10% strength or 10 people.
· The staff
of educational institutions for non-teaching purposes.
· Movement
of vehicles in the following manner will be permitted-
Ø Taxi/Cab/Aggregator:
1+3 people
Ø Rickshaw
(only essential): 1+2 people
Ø Four-wheeler
(only essential): 1+3 people
Ø Two-wheeler:
1+1 people
Besides this, large public gatherings and congregations will
remain prohibited. Marriage related gatherings will have only 50 guests and the maximum number of people allowed a funeral will be 20.
How Well Are Malls Prepared for A Reopening?
Maharashtra has more than 75 malls spread across Mumbai MMR,
Thane, Navi Mumbai, Kalyan, Dombivli, etc. While Pune has more than 20 percent
of malls and rest are spread across Amravati, Aurangabad, Kolhapur, Nasik, etc.
Covid-19 lockdowns have hit the malls and retail industries severely.
With all-new guidelines for reopening of shopping malls, SCAI
has assured proper preventive measures to be taken followed by social
distancing.

· Restriction
on the number of customers in each shop.
· Wearing masks
and following social distancing will be mandatory.
The restrictions on transport, movement, and certain activities will continue until August 31, 2020.
